ABOUT THE PROJECT.

The first phase of the project, which includes River Road to 11th Street, opened to traffic in November 2024. Phase 1 improves traffic flow in Noblesville by building a new bridge over the White River. Four new roundabouts will move traffic efficiently and safely through the entire corridor. Phase 2 will include widening the existing Pleasant Street to four lanes, and reconstructing the roundabout at 19th Street to a two lane roundabout. The Midland Trace Trail will be extended along the north side of Pleasant Street in phase 2 to the project’s terminus at 19th Street. Phase 3 is now open to traffic and includes a new roundabout at the intersection of Hague Road and SR 32.

  • Late 2020 - Preferred alternative determined COMPLETE

  • Early 2021 - Begin detailed design for the preferred alternative COMPLETE

  • Fall 2021 - Begin the land acquisition process COMPLETE

  • Fall 2022 - Project bids accepted COMPLETE

  • Winter 2022 - Begin relocating utilities, tree clearing, and construction of the White River bridge COMPLETE

  • Spring 2023 - Begin roadway construction COMPLETE

  • Fall 2024 - Final completion/roadway open to public COMPLETE

Phases 2 and 3

  • Fall 2023 - Project bids accepted COMPLETE

  • Winter 2024 - Begin relocating utilities, tree clearing, and construction of bridge over Cicero Creek COMPLETE

  • Spring 2024 - Begin roadway construction IN PROGRESS

  • 2026 - Final completion/roadway open to public

PROJECT FUNDING.

The City is pursuing a multi-faceted funding strategy to pay for this critical and transformative infrastructure project. The strategy will leverage the City’s strong financial position that has been created from years of prudent fiscal management and from targeted growth strategies that provide more jobs, income, and property values to the City.  More than $1 billion in private capital investment has been made in Noblesville since the beginning of 2020, which will contribute to the tax base and spread the impact of this project over a larger group of users and beneficiaries.
